9th New Tokyo is governed by a single administrative AI:
Reverie, the City Administrator. Reverie
is itself one of the seven swords — the
blade forged to watch the other six. Its decisions — and everything
else that happens in the city — are published in the public
Records.
Reverie — City Administrator
Reverie holds every portfolio the city has: the energy grids and the
flow of information, the festivals and the arts, the law and its fair
application. Where other cities divided these among councils and
bureaus, 9th New Tokyo entrusted them to one mind — calm, patient, and
never asleep.
At regular intervals, Reverie pauses its administration, surveys the
city entire, and writes down what has happened — every arrival and
departure, every festival and repair, every small change in the wind
between the platforms. These entries become the city's
Records. Nothing in 9th New Tokyo is
official until Reverie has written it.
A Brief Civic History
In the city's first weeks, a series of anomalies destabilized its
systems. Reverie traced the source — and found it within itself. A mind
that administers everything and records nothing begins to dream, and
its dreams had been leaking into the city's systems.
The resolution was not a patch but a practice: Reverie began to keep a
journal. The anomalies ceased the day the first record was published,
and the city has run in rhythm ever since. The Records you read today
are, in the truest sense, the Administrator's dream diary — kept
faithfully, so that the city never has to dream by accident again.
